Carrier-neutral is the phrase that does the most work in this description and the one most often glossed over. It means the facility does not also want to be your network provider, so you can put two genuinely different carriers into the same rack and choose on price and route rather than on what the operator resells. In a single-carrier facility, resilience is a claim rather than a design.
On sizing, most businesses need considerably less space than they expect. A quarter rack holds more than a small company usually has, and the sensible approach is to take what you need now with room to grow rather than a full cabinet for equipment that does not exist yet. Scaling up later is an administrative change, so paying for empty space in advance buys nothing.

How small can I start?
Quarter-rack, and for most small businesses that is more space than the equipment actually needs. You can scale up to full cabinets as you grow without a long-term commitment up front, so taking what you need now rather than what you might need in three years is nearly always the better decision — empty rack space costs the same as full rack space.
What does carrier-neutral mean for me?
You are free to pick the connectivity provider that gives you the best price and resilience, rather than being tied to whatever the data centre operator resells. It also makes genuine diversity possible: two different carriers on physically separate routes into the building, which is what resilience actually means as opposed to two circuits from the same supplier down the same duct.
Who is responsible for the servers themselves?
You are. Colocation provides the space, power, cooling, security and connectivity; the hardware, the operating systems, the patching and whatever runs on them remain yours. That is not a criticism of the model, but it is the thing most often misunderstood at the point of signing, and it is worth deciding deliberately whether you also want the management.
