Why not go fully cloud?
Some workloads have compliance, latency or licensing reasons to stay on-premise, and hybrid lets you keep those where they are while scaling everything else. The question worth asking first is whether the system that cannot move could be retired or replaced instead — maintaining two environments for a single legacy application is an expensive way to keep it alive.
Do I manage two separate environments?
Not in day-to-day use. Hybrid designs use unified management and consistent security policies across both, so it behaves as one estate from an administrative point of view. It would be dishonest to say there is no additional complexity at all, though — two environments means two places a problem can be, which is a real cost and worth weighing against the benefit.
